The New Accreditation Standards

The Aged Care (Single Quality Framework) Reform Act 2018, which lays the foundation for the introduction of the new Aged Care Quality Standards, was passed by Parliament.

Now that this has occurred, we will be adding these new references (Standards and Outcomes) to an updated version of Manad Plus v5.6 before the end of the year.

This will allow those who wish to start creating their own internal Audit tools (in preparation of 1 July 2019) to map your templates to the new Outcomes. You will also be able to map these to your Meetings and CQI Plans.

We discussed at our most recent User Group Meetings the many features and areas already available in Manad Plus where you can start recording data (if not already using these features) to support the new July-2019 outcome requirements. Such has:

• Documenting choice in assessments
• Tracking of individual consumer schedules and completion of these task in the Organiser
• Recording consumer involvement and/or authorisation in assessment/care plan creation
• Case Conferences
• Tracking and managing Risks
• Documenting Feedback correctly
• Linking key events/data to your CQI Plan

If you were not able to attend the User Group Meetings or are still unsure of the current features available to you and your staff that will assist in the outcome requirements commencing next year then please call (1300 62 62 32) and speak with your dedicated Manad Plus Client Manager, they will be able to take you through these key areas.

We are here to help and support all our users during this transition period to:

• align your various systems, policies and practices with the new standards and where Manad Plus can be used, and
• support your staff to understand the requirements of the new standards and how Manad Plus is best utilised.

NOTE:

The Australian Aged Care Quality Agency (AACQA) is also reviewing the self-assessment tools currently available on their website to assist approved providers with self-auditing of practices and processes against the Standards. A revised tool will be piloted to align with the new Aged Care Quality Standards and will hopefully be available on the AACQA website before the end of 2018 for everyone to access.

New report into aged care a sign of things to come

The regulation of aged care in Australia is set to undergo a major review, as the Royal Commission into Aged Care looks at how to evolve towards a safer, more consumer-driven system that delivers high quality outcomes.

One of the Royal Commission’s key terms of reference is the findings and recommendations of previous relevant reports and enquiries. The release of another report into residential aged care facilities (Report) this week will further inform the Commissioners’ minds over the course of their enquiries.

The Report, released by the House of Representatives Standing Committee on Health, Aged Care and Sport (Committee), foreshadows some of the shortcomings in the aged care sector the Royal Commission may identify. It also gives some insight into the Committee’s current thinking on a number of service-related issues. The following recommendations in particular are relevant to the Royal Commission.

New Era in Aged Care Begins with First Quality and Safety Commissioner Announced

Today marks a significant milestone in the journey towards a better, safer aged care system, with Australia’s first aged care quality and safety Commissioner appointed to lead the new and independent Aged Care Quality and Safety Commission.

Highly respected and experienced health sector leader Janet Anderson will oversee establishment of the Commission, as it prepares to start intensified compliance monitoring from 1 January 2019.

The new Commission will have a budget of almost $300 million over four years, employing dozens of additional senior compliance officers.

While the Royal Commission into the aged care sector undertakes its critical review, the formation of the Quality and Safety Commission highlights our Government’s absolute commitment to continuing reform.

The new Commission will immediately integrate and streamline the roles of the current Aged Care Complaints Commissioner and the Australian Aged Care Quality Agency.

From January 2020, it will also incorporate the Department of Health’s aged care compliance responsibilities.

Wellness and Reablement Report for CHSP providers

Under the terms and conditions of the Commonwealth Home Support Programme (CHSP) grant agreement, providers (except in Victoria) are required to submit an annual CHSP Wellness and Reablement Report to the department.

Providers must work towards embedding a wellness approach in their service delivery practices. However, the department is aware that providers are at different stages of implementation.
