Action on Aged Care for LGBTI Senior Australians

The Morrison Government is committed to ensuring equal access to high-quality, culturally appropriate aged care for all Lesbian, Gay, Bisexual, Trans and Gender Diverse and Intersex (LGBTI) people.

More than one in ten senior Australians have diverse sexual orientation, gender identity or intersex characteristics.

The Morrison Government has released the Aged Care Diversity Action Plan for senior LGBTI Australians to help address the specific barriers and challenges they face in accessing aged care services.

The plan will help guide providers to ensure their services are inclusive and culturally safe for all consumers in their care.

The plan is also intended to help senior LGBTI people express their needs when speaking with aged care providers.

In addition, people working in aged care—doctors, nurses, support staff and allied health workers—will find it a valuable resource to understand the perspectives of LGBTI people.

Royal Commission – an overview of Australia’s current aged care system

The Royal Commission into Aged Care Quality and Safety has released its first background paper on Australia’s current aged care system.

As foreshadowed at the preliminary hearing on 18 January 2019, the Royal Commission intends to publish background papers from time to time on issues relevant to the work of the Royal Commission.

Background Paper 1 is called Navigating the maze: an overview of Australia’s current aged care system. It outlines different aspects of the aged care system, the services currently being delivered in Australia and the areas in need of substantial reform.

The paper touches on the findings of previous reports, studies and surveys into the sector and addresses a number of issues including:

• cultural perceptions of ageing and older Australians
• expectations for care
• the current modes of care available
• access
• funding and accreditation
• quality monitoring.

Navigating a New Era in Aged Care Access

A new network of aged care navigator centres, information hubs and specialist advisers aims to streamline aged care access, with a $7.4 million national trial being rolled out from today by the Morrison Government.

Launched under the Aged Care System Navigator initiative, the three new trial programs will offer face-to-face assistance to senior Australians and their families in every state and territory, including selected rural and remote areas.

The trials will also offer some services over the phone or online to maximise the reach of the trials and test the way in which these services can offer meaningful support to people navigating the aged care.

“Navigators will target senior people in need, especially those facing language or other difficulties, to help ensure they receive support and information,” said Minister for Senior Australians and Aged Care Ken Wyatt AM.

“They will make a big difference, in keeping with our Government’s commitment to person-centred care.”

Home Care Pricing Transparency and Comparability

The Minister for Senior Australians and Aged Care, the Hon Ken Wyatt AM, MP recently sent all home care providers a letter with information on upcoming improvements to home care pricing transparency and comparability.

The letter and fact sheet outlined the changes to be introduced in April 2019. These include the implementation of a standardised Home Care Pricing Schedule (the Schedule) and changes to administration costs. All home care providers must complete the Schedule by 1 July 2019.

Health professionals have your say – My Aged Care research survey

The department has commissioned AMR to conduct a third wave of research to continue to track how users feel about My Aged Care. The aims of the evaluation are to:

• measure progress against objectives
• identify areas for further enhancements/improvements

Research has been designed to collect views and experiences from a range of audiences, including health professionals, with links to the aged care system in Australia.

A key measure includes the perceived role, and level of success, of My Aged Care in enabling health professionals to support their patients to access aged care services.

New Framework Ensures Strong Voice for Aged Care Recipients

A new national framework issued today will ensure that aged care recipients receive the best possible assistance from the Australian Government-funded advocates acting on their behalf.

The new National Aged Care Advocacy Framework outlines objectives, guiding principles and target groups for our Government’s National Aged Care Advocacy Program (NACAP).

The framework will ensure that people in all states and territories have access to consistently high quality, independent and free support from NACAP, if they need help with an aged care issue.

It is another example of our Government’s commitment to ensuring senior Australians receive uniformly high quality care from our aged care system.

Manad Plus ‘Roadshow’ – The New Standards & The New Rules

As everyone continues to learn more about the new Aged Care Quality Standards and what is going to be expected from 1 July 2019, we will be conducting a ‘Roadshow’ at several different venues.

We recommend you have your key manager(s) attend along with your CEO as this will give you an opportunity to learn more about what is coming and so we can:

• present what the new Rules for residential aged care providers are,
• discuss with you what the new Standards and Requirements are,
• demonstrate how Manad Plus can best be used to document what you are doing to meet the new Standards and Requirements,
• discuss as a group what some organisations have already commenced and put in place for 1 July,
• discuss as a group and share ideas about what organisations are planning to put in place for 1 July,
• discuss as a group how best to meet and prepare for the new Standards and Requirements and new Rules,
• discuss how some organisations plan to go beyond and exceed the Requirments,
• General Q & A

Angelika Koplin from Aged Care Strategies and Support will also be presenting and sharing her knowledge on the new rules and what you need to be prepared for come 1 July.

We hope by the end of the session you will leave with a better understanding of what you need to do over the next few months as we count down to 1 July. As well as hearing some great ideas about how best to engage with your ‘consumers’, how best to train and inform your ‘workforce’ as well as tools that may be of use and that you had not thought of. And most importantly, are you using Manad Plus to best effect to support you in documenting what you are doing so evidence is only a click away.

National Aged Care Quality Indicator Program

The National Aged Care Quality Indicator Program started on 1 January 2016 as a voluntary program for Commonwealth subsidised residential aged care services.

From 1 July 2019, all Commonwealth subsidised residential aged care homes must collect and provide clinical quality indicator data to the Department of Health.

This can be done by either:

a) joining the National Aged Care Quality Indicator Program;
b) using a commercial benchmarking service; or
c) using an in-house system.

Commonwealth subsidised residential aged care services must collect and report on the following three clinical quality indicators:

• Unplanned weight loss
• Use of physical restraint
• Pressure injury
